冷战以来,国际范围内的军事性的影响渗透至经济、政治、文化等社会生活等各个方面。它在形式上表现为军备扩张政策和军备竞赛,在本质上表现为军事机构的作用与机能的扩大,或将暴力工具作为统治和权力的手段加以使用。为了确保欧洲及世界和平,和平研究者将研究重点放在欧洲安全问题上。他们针对和平研究对现实政治影响较小的状况,提出现实和平的构想,使之尽可能获得持各种价值观的不同层次的人们的支持,使和平研究保持其现实主义和理想主义双重特性的和谐统一。

Since the Cold War, military influences have permeated into economic, political, cultural and social lives on the international stage. In form, it appeared as military expansion policies and military races, and in essence, it appeared as the enlargement of functions of the military organizations, or using violent instruments as its means of rule power. In order to defend European and the world safe, peace researchers stressed on the problems of European safe. Facing the fact of only a little effect on realistic policies, they posed the ideaion of the realistic peace. They aimed to get the support of the persons holding the views of various values, in order to make peace research keeping the harmony and unity of the realism and idealism.
