自20世纪中期国际恐怖主义滋生以来,经过半个多世纪的蔓延,现已成为人类安全的巨大威胁。国际恐怖主义是指个人或团体在战争手段以外,出于某种政治目的而采取的个别国际暴力行为。冷战结束后,国际恐怖主义活动呈上升趋势且表现出一系列新的特点。由于恐怖主义的危害越来越大,有时会殃及数个国家,因此打击恐怖主义必须建立起国际反恐联盟。

Since the devilous birth of the international terrorism in the middle of the 20th century, it has been the enormous malice against the security of human being for over half a century's expansion. The international terrorism refers to some international violence except the method of war taken by some individuals or groups for the purpose of politics. After the Cold War, the international terrorism not only shows the upward tendency, but with a series of new characteristics. Because of the harmfulness of terrorism becoming larger and sometimes endangering countries, the alliance of the international anti-terrorism must be founded.
