论我国小矿企业的健康发展问题

THE COMPREHENSIVE DEVELOPMENT OF SMALL-SCALE MINES

小矿开发与管理事实上已经成为许多地方国土资源管理部门的主要工作内容。由于绝大部分小矿在农村 ,小矿山的有序发展也是关系解决我国“三农”问题的重要内容之一 ,也是我国城镇化发展的基础之一。由于技术、设备落后等原因 ,多数小矿开发不合理 ,引发诸多资源、环境和安全的问题 ,政府和社会也实际上在承担着这些资源、环境、安全等问题的最终成本 ,与其投巨资治理小矿资源、环境和安全问题 ,不如投资从源头上解决小矿企业问题。政府应从促进人员就业、社区致富、健全小矿法律制度的方面 ,用全面管理和服务来促进我国小矿企业的健康发展。

To manage small-scale mines has became important administerial contents for many local departments of land and resources management.Most small-scale mines in the rural this problem also relates to“san nong”problem and development of small town.For technic,facility and so on,the government and the society are bearing the last cost causing from the irrational development of the small-scale mines,about mineral resources,environment,safety.We have to invest a vast capital to put in order of the small-scale mines on resources,environment,safety problems.More important,we should solve these problems from their source,so using comprehensive management and serve to promote the small-scale mines development.
