An Empirical Analysis of the Long-term Relationship Between Non-tax Revenue and Economic Growt

利用VAR模型,以预算外支出作为政府非税收入的代理变量,系统分析了政府非税收入与经济增长的长期均衡关系以及政府非税收入使用、政府消费支出、政府公共投资(包括转移支付)与GDP之间的相互影响关系。通过分析认为,政府非税收入使用、政府消费支出对经济增长的长期影响为正,政府公共投资对经济增长无显著影响。

Using VAR model and the non-budgetary expenditure serving as a proxy variable for government non-tax revenue, the author conducts a systematic analysis of the long-term equilibrium relation between government non-tax revenue and economic growth and the mutual effects between the use of those revenue, public investment (including transfer payment) and GDP. The analysis indicates that the use of those revenue and the consumption expenditure by the government have a positive long-term effect over the economic growth while governmental public investment does not bear perceivable effect.
