Without the safeguard of legal system,it is unable to construct social spiritual civilization.Only the legal system is sound can the construction of spiritual civilization of our country reach normalization track.But the moral of the spiritual civilization construction and the forcedly observing the law of the legal system construction cannot be mixed each other.Only strengthen the ideological morale education and legal system and,through carrying forward upright force,develop spiritual civilization construction can the reform and open be still better carried out and the socialist modernization construction be speeded up.
