试论我国当前治理型公共行政模式的构建

Discussion about Establishment Model of Public Administration of Governance in China

治理是当前政府职能转变的一项重要工作,作为一种较为先进的管理理论,治理理论为改善和寻求国家的良好管理提供了科学可行的理论指导;作为一个发展中国家,我国有着不同于西方的特殊国情,我国市场经济体制的不成熟、市民社会力量的弱小、行政文化的滞后等诸多因素都极大地影响了治理型公共行政模式在我国的建立,因而,治理型公共行政模式的构建是我国行政管理走向治理的必然选择。

Governance is one of the important task about the transformation function of government in China. As an advanced theory, governance provides a scientific direction in improving the level of administration. As a developing country, China is different from the West. There are some factors that impede establishment of governance in China because it is not ripe in Chinese market economy, administrative culture and the society. So we should deepen administration reform, release functions of government to foster a new administrative culture.
