摘要
随着印度经济的持续增长和印度成为一个崛起中的大国 ,能源安全开始被赋予越来越重要的意义。能源需求的持续增长趋势和石油天然气等本土能源资源和产量的缩减日益突出了印度的能源供求矛盾 ,同时造成能源的对外依存度不断提高 ,加上诸多影响保障外部能源供应的因素不断趋于复杂化 ,都使印度未来的能源安全面对严峻的挑战。与美国、欧盟、日本、俄罗斯、中国等主要大国相比 ,战略能源储备能力薄弱也为印度的整体安全带来潜在的危机。近年来印度重视从战略高度看待能源安全问题 ,致力于一系列措施改善现状 ,可期取得显著的进展。
With India's emerging as a rising big power and the constant trend of its economic growth, energy security has been perceived as a vital requirement for its national interest. Both the expanding demand for energy and the falling deposits and production of native oil and natural gas highlight the increasing reliance on overseas resources and secured transportation lines, which have brought India into a dilemma. India's growing concern about the vulnerability has deepened in contrast with other powers that have built or are building their strategic energy reserves. Recently, Indian government tones up the importance of energy security at a strategic level and some policies designed to change the course starts to make sense.
