In the whole civilization, the institutional civilization possesses a significant position, while the political civilization thereinto is more important. The putting forward of political civilization shows that the CCP is orientating the more matured, more steady, more scientific and more advanced institutions which are formed in all aspects of social management as the basic direction of the construction of political civilization in the new period. The state and level of spiritual civilization is embodied by the general social cultivation, the development of science, education, sanitation, physical training, and the social dominant thoughts, theories, notions, ideals, faith and consciousness. The demos’ attitudes toward life and the value orientation of social science are the important contents of the spiritual civilization construction, which respectively represents the essential spirit fettle of a society and the general developing trend of a nation’ spirit. The significant role that social science plays in the construction of public spiritual space is to provide academic norms, value criterion, scientific quality, humanitarian spirit and consciousness to innovate for the society while it is engaged to solve the pending historical problems as well as the theoretical and practical problems in real life.
