公安运行机制是公安机关组织体系、运行方式及各种法规、制度的总和。公安运行机制的主要制约因素是组织运行机制中的机构设置和职权上下不一,工作运行机制中存在非警务活动,队伍管理机制中进口不严、出口不畅及编制管理上的失控,后勤保障机制中经费保障不到位。要消除和减少这些制约因素,必须用法律法规来规范公安机关的机构设置和职责权限,依法规范警务活动,严把进口,畅通出口,加强编制管理,按照“分级保障、分项保障”的原则解决公安经费保障问题。

Police operation mechanism consists of police organization system, operation mode and several laws and regulations. The main restrictive factors of police operation mechanism are as follow: incongruity between the organization establishment and its functions; the existence of non-police activities; poor control over personnel and insecurity of financial logistics. To eliminate or decrease those factors, we must apply laws and regulations to standardize the establishment of police organization and its functions, to regulate police affairs and personnel management, to solve the problem of financial insecurity.
