摘要
我国《行政许可法》对于信赖保护原则、默示作为行政行为形式、利害关系人权益保障等方面问题作了极具先进性和体现人文精神的规定 ,但在条款和制度设计方面也存在不少值得质疑的问题。
The Administrative Permission Law gives advanced and humanistic stipulations in trust-protection,tacit consent as one form of the administrative actions,and the protection of the rights and interests for people with gain and loss etc.However,there are also some doubts and diffictult questions in certain terms and system designs.
