Nowadays, the concerning issue of the theory and practice of university reformation is mainly concentrating on the framework problem of university's middle and upper level. According to the inherent demand of academic rule, it is necessary to make the center of power locate the primary academic unit and make pratical efforts in reconstructing the primary unit, which is an actual action of implementing the leading position of academic power really.
