我国地质勘查业与矿产开发业协调发展的途径

Methods for the Coordinated Development of the Geological Prospecting and Mineral Resources Development Industries in China

随着近年国家经济体制、地勘和矿业管理体制等各项改革的深入 ,我国地质勘查业和矿产开发业这两大关联产业的结构、运行机制、内外部环境都发生了重大变化。在世界经济全球化和我国市场经济体制建立的今天 ,这两大关联产业虽然面临许多困难 ,但同时存在着前所未有的发展机遇。本文在分析两大关联产业目前面临的主要困难、发展的内外部有利条件和机遇的基础上 ,侧重从财政投资政策方面提出新形势下地质勘查业与矿产开发业协调发展的途径。

With the reforms in both the national economic system, and the management system of geological exploration and mining, major changes have taken place. These changes are in the structure, the operating mechanisms, and the internal and external environments of the mineral resources development industries. At present, under international economic globalization, and the establishment of the market economic system in China, the two interrelated industries face many difficulties, though at the same time there is unprecedented development opportunity. Through an analysis of the major difficulties, the internal and external advantages, and the opportunities for the development of these two industries, the author places particular emphasis on the measures for coordinated development of geological exploration and mineral resources development industries (from the point of view of financial investment).
