Key Problems of Ecological Restoration on Loess Plateau

从黄土高原地区水土保持生态建设的实际情况出发,结合历史经验教训,探讨了生态建设与农业发展、农民脱贫致富的关系。指出生态环境问题归根结底是人的问题,减少人类对生态环境的破坏和干扰,因地制宜地进行植被建设和生态恢复,激励广大农民自觉参与生态建设对黄土高原地区水土保持生态建设成败至关重要。

This paper discussed the relationships of the ecological restoration,the agricultural development and increasing the peasants' income based on the actual needs of ecological restoration and historical experiences and lessons of ecological restoration.It showed that the ecological problem was essentially a problem of mankind,and it was vital for carrying on soil and water conservation and ecological restoration on the loess plateau to resolve three key problems.Some actions should be taken to restrict and forbid human beings to destroy or disturb ecological environment,and we should rebuild ecological balance according to local actual natural conditions,and prompt peasants consciously to take actively part in the ecological restoration.
