经济发展中见物不见人的单纯经济增长,急功近利的财富聚集,扩大差距的区域分化,一时繁荣的包装和显示是肤浅发展的具体表现。造成这种“肤浅经济”的直接或主要原因是资源开发主体、时序和层次上的错位。其他资源的有效开发,取决于人力资源的优先开发,为此,惟有树立深度发展的理念,大力加强人力资源开发,才能实现以人为目的的全面社会发展。

A superficial aspects in developing of economy go like these: simple material increasing without concerning aboutthe human capital, eagerness for quick success and instant profit without a long tactic, regional distinction between the rich andthe poor, and also a transient economic phenomenon .the reason to these problems is the falsity in main subject, proper sequencesand suitable arrangements. So we should have a deep economic developing philosophy in our heart to realize our aims by meetinghuman recourses requirements, developing effectiveness in human recourses and expanding human recourses management horizons,enhancing the driving of human capital.
