对公共产品成本收益分析难题的探讨——兼论我国公共产品综合效益的提高

成本收益分析是公共产品的供给决策依据 ,公共产品有效率地提供和私人产品的供给存在很大区别。公共产品的成本收益分析虽然被认为是一个难题 ,但又是一个不得不面对的问题。应用公共经济学理论从经济效益、社会效益和环境效益几方面综合分析 ,可以看出 ,社会效益和环境效益是成本收益评估重要组成部分 。

The supply decision of public products depends on the cost and income analysis. There are very big differences between the efficient supply of public products and the supply of private products. Although the cost and income analysis of public products is hard, it is an issue to be faced with. From the synthesis of public economic theory in the aspects of economic efficiency, social efficiency and environmental efficiency, we can see that social efficiency and environmental efficiency are the important constituents in the evaluation of cost and income. It is necessary to take China’s situation into consideration in the promotion of the comprehensive efficiency of our public products.
