二元经济结构条件下,我国的社会保障制度安排长期向城镇居民倾斜,作为农村社会保障体系核心内容的农村社会养老保障制度的不健全,给我国农村经济与社会发展造成极为不利的影响。随着经济的发展与社会的变迁,农村的家庭养老模式面临着严峻的挑战。现阶段,要促进农村经济发展与社会稳定,实现整个国民经济的良性循环和可持续发展,实现全面建设小康社会的宏伟目标,就必须从农民养老保障的客观需求出发,顺应我国农村的养老方式向社会化方向转变的必然趋势,致力于农村社会养老保障制度的改革与完善。

The imperfection of imperfection of rural security for elderly as the core of rural social seaurity system causes extremely unfavorable influence on rural economy of our country and social development. With economic development and changes of society, the model of the rural family supports parents faces the severe challenge. At the present stage, inorder to promote rural economy development and social stability, realize benign cycle of the whole national economy and sustainable development, realize in an all-round way building grand goal of well-off society, we must set out from peasants' objective demand ensured to support parents, comply with the trend of the way of supporting parents of countryside to society, devote to ensuring the reform and perfection of the system in rural social security for elderly.
