Bureaucratics is the thought, concept, theory and doctrine with regard to the research of bureaucratic system. Being significant to the restraint of power in the transfer of modern country, it is also closely interwoven with politic and law. The research of Bureaucratics covers aspect of gains and losses, ups and downs, advantages and disadvantages. Consulting history, we assimilate success and introspect failure. This is the starting point and target of the article.
