反腐败斗争是关系到党和国家生死存亡的严重政治斗争,因此,如何科学地分析腐败现象及特征,建 立相应的惩防体系,从根本上遏制腐败现象就显得尤为重要。腐败就是国家公职人员严重违反公职人员行为规范 的现象,它的表现形式多种多样,但它的核心特征就是国家公共权力的异化。

The combat against corruption is closely related to the survival or extinction of our nation. Therefore, it seems to become especially inportant that how we can scientifically analyze the phenomena and characteristics of corruption,take proper countermeasues, and effectively restrain the phenomena of corruption. Corruption means the phenomena of civil servants' seriously breaking the regulations for them, which may display in various ways. However, its core characteristic is the misuse of the national public poner.
