延安非公有制经济发展的对策思考

Thinking Deeply About the Countermeasures of Non-public Economic Development in Yan'an

延安非公有制经济在延安经济发展中发挥着重要的作用,呈现出了发展领域不断拓展、经营规模逐步扩大、发展速度逐年加快、质量效益不断提高的特点。但就目前的发展状况看,仍存在如思想观念滞后、资金投入不足、管理水平落后、人员素质偏低和发展环境欠佳等问题。解决的对策应当主要是切实更新思想观念、做好引导服务工作、加大政策资金扶持、建立现代企业制度和建设一支高素质的企业家与职工队伍等。

The non-public economy in Yan'an is playing an important role in the economic development of Yan'an. It has already demonstrated the characteristics that the development field is bing expanded constantly, that the developing speed is bing accelerated year by year, and that the quality and benefit is being improved constantly. However, as far as the present situation of development is concered, there still exist such problems as that people's concept lags behind, that the fund input is insufficient, that the management level lags behind, that the personnel's quality is on the low side, and that the environment for development is not good enough. To solve the above-mentioned problems, we should mainly take such countermeasures as upgrading the personnel's concept conscientiously, doing a good job of service, strengthening the policy of fund support, setting up a modern enterprise system, and building a contingent of highly qudlified entrepreneurs and staff, etc.
