摘要
1998年—2003年的6年间,我国铁路网规模不断扩大,客货运量大幅增长,市场化进程不断加快,使中国铁路的运输组织和运输效率已处于世界领先水平。但铁路限制型运输的状况还没有从根本上改变,为此,必须围绕速度、密度、重量三大要素,抓住主要矛盾,走铁路内涵扩大再生产之路,通过最佳的运输组织,优化车流径路,努力挖潜提效,不断提高列车运行速度和机车牵引质量,增加行车密度,以适应国民经济和社会发展对铁路运输的迫切需求,实现铁路跨越式发展目标。
During the recent six years (from 1998 to 2003), China railwaynetwork has been continuously expanding its scale. As a result, both the freighttransportation volume and the passenger volume have been increaseddramatically, the marketization progress is speeding up and China railway is nowin a leading level in terms of transportation organization and transportationefficiency in the world. However, China railway has always been in a status ofrestrained transportation. Therefore China railway must seize the principalcontradiction by focusing on the three factors - speed, intensity and weight, andproceed towards railway connotation extended reproduction. Via the besttransportation organization, optimizing train route, tapping the potential andenhancing efficiency, increasing continuously the speed of train and the drivingquality of locomotives, increasing the operation intensity, China railway can meetthe requirements for the development of national economy and the society andrealize the target of leap-over development.
