摘要
美国、日本和西欧等国以及中国台湾地区通过采取各种有力的措施,大力发展高新技术中小企业,极大地促进了本国或本地区经济的发展。通过介绍他们在风险投资制度、有限合伙制、科技创新制度、贷款担保与税收安排等方面成功的政策和经验,以对我国高新技术中小企业发展有所借鉴。
It had made great progress to promote national economic by all kinds of measures to develop high-tech of SMEs in America?Japan?West-Europe and China Taiwan.This paper introduce their successful policy and experience in risk-investment?limited partnership?system of technology innovation?lending vouch and taxation system.This thesis tries to probe into solution to the urgent problems in above abroad reformation measures.
