Reform of Investment System in Capital Construction in University

高等教育大众化迫切需要增加对高校基本建设资金的投入,政府作为高校基建单一的投资主体早已不适应时代发展的需要。在分析高校基本建设投资的现状与问题的基础上提出应该加大高校基建投资体制的改革力度,确立高校在基本建设项目中的融资主体地位,采用TOT方式和ABS方式活化高校基本建设资产,新的基本建设项目采用BOT方式等融资方式,使高校基本建设不再成为阻碍高等教育大众化的瓶颈。此外分析了政府在高校基本建设投资中的作用以及如何建立当前投资体制改革的保障机制的问题。

It is an urgent need that investment should be increased in capital construction in university because of mass higher educationBeing the sole investment subject in capital construction in university,the government cannot meet the needs It is absolutely necessary to intensify the reform of investment system of capital construction in university.First,university should be the finance subjects in capital construction;Second,TOT,ABS and BOT Modes beused in order to attain the sustainable development of capital construction How to build security mechanism and improve the function of government are also discussed in this paper
