According to traditional ideas,productivity is the foundation of economic and social development.This is a rational concept in a certain period of time with its obvious limitations,especially as far as the relation between economy and education is concerned.Productivity is a social reflection of laborers' qualities and skills.Raising laborers' social and economic status is the guarantee of improving their qualities and skills,which in turn,forms the foundation of economic development.And education development is the leading approach to improvement of laborers' qualities and skills.
