利用统计数据绘制了人均水利经济收入与废水排放量之间的关系曲线,根据该曲线的相应模型并通过对经济发展不同阶段与环境的关系、水环境政策与法规、水环境污染治理与控制状况等影响曲线走势因素的分析,得出了中国水环境与水利经济发展的关系位于环境库兹涅茨曲线上升段以及可通过建设水利生态环境、征收水环境税、建立和完善排污权制度等措施来突破环境库兹涅茨曲线走势的结论.

The curve reflecting the relationship between the volume of wastewater discharge and per capita water economic income was drawn based on the statistical data. By analysis of some factors affecting the trend of the curve with the corresponding model of the curve, including the influences of economic development on water environment, the policies and regulations related to water environment, and the status of water pollution control and remediation, it is concluded that the relationship between the water environment and water economic development in China is at the ascending part of the Kuznets curve, and that it is possible to break the trend of the water environmental Kuznets curve if some measures are taken, such as constructing water conservancy ecological environment, levying tax on water environment, and establishing and improving the system for the right of pollutant discharge.
