The design mode of Web site affects the running effect and running cost, causing great affection to commercial and non-commercial Web site. This paper discusses the development of the mode of Web site, describs the management problem and management characteristic of non-commercial Web-site, analyzes the cause of management problem, and then, brings out the improving technique and method in the construction and management of Web-sites. At last, promotes the design mode of distributed management Web-site based on the database. After a period of practice, a good result has been shown.
