提升疾病控制中心人力资源地位的必要性及对策

当今 ,在全球范围内 ,各种危害健康的事件不断出现 ,公共卫生服务需求显著增加 ,而CDC作为公共卫生服务职能的机构 ,能否更好地进行疾病控制工作 ,适应社会的需要 ,其中主要取决于人的因素 ,也就是卫生人力资源的综合实力。而目前我国CDC中卫生人力资源总量不足 ,人员素质亟待提高 ,特别是在广大农村地区表现尤为突出 ,这些势必影响到CDC当前和未来疾病控制的能力。究其原因是多方面的 ,政府投入不足、管理缺位、CDC人员培养教育的内容和结构不能满足实际需要等是导致存在问题的主要因素。因此尽快提升我国CDC人力资源的战略地位具有重要的现实意义。建议 :强化政府在公共卫生领域中的职能 ,加大投入和调控管理的力度 ;改革现有CDC人员培养教育的体系 ,强化CDC人力资源管理 ,造就一批总量和布局合理、高效的防病。

With the emergence of various kinds of endangering health incidences and the demands for public health service are remarkably increasing all over the world CDC served as a institution of public health service and how well does it carry out their jobs on disease controlling as well as adapt social requirement It mainly depends on the factor of human being,that is synthetic strength on health manpower resources The situation of health manpower resource of CDC in our country is that the quantity of manpower resources is short,the quality of it needs to be promoted,especially in rural areas,Which will inevitably do harm to the ability to control diseases at present or in the future for CDC The reasons may be lack of investment and management from government;The contents and structure of education for staffs of CDC don't meet actual requirement Therefore it is of great significance to exalt strategic status of manpower resources of CDC in our country as quickly as possible Suggestions:Intensifying the function of government for public health,that is to increase investment and strengthen regulation as well as management on CDC;Reforming the system of cultivating and teaching for staffs in CDC and enhancing management for manpower resources of CDC To bring up a set of persons with ability that is reasonable in numbers、distribution and high efficiency for preventing and controlling diseases
