为了在东深供水改造工程完工后及时完成结算工作 ,更好地进行工程竣工验收和交付 ,避免象某些工程完工后多年仍不能支付完成的情况 ,东深供水改造工程指挥部委托长江水利委员会、华北水利电力学院等单位的专家 ,对完工结算进行审核。对完工结算的依据和原则 ,工程项目变更的范围和内容 ,变更处理的原则进行了论述。对影响工程计量与支付的重要因素进行了分析。在东深供水改造工程的完工结算过程中创造出了一流的结算水平 ,使工程发挥最大投资效益的同时 ,各参建单位均在合同管理、经济技术、效益等方面有明显的提高。

In order to settle accounts in time after the completion of Dongjiang-Shenzhen Water Supply Reconstruction Project, better conduct the final acceptance and delivery, and avoid delaying the payment, Dongjiang-Shenzhen Water Supply Reconstruction Project Headquarters entrusted experts from Changjiang Water Resources Commission and North China Institute of Water Conservancy and Hydropower with examining the final accounts for the project's completion. This paper describes the basis and principle for final accounts, the project alteration scope and content, and the alteration treatment principle, analyzes some important factors affecting the project amount calculation and project payment.
