生态市建设的若干理论探讨

THEORETICAL APPROACHES TO THE CONSTRUCTION OF ECOLOGICAL CITY

生态市是指市域内自然生态系统的结构和功能及其服务体系与其社会经济系统的结构和功能处于较协调与统一状态的城市。生态市建设意味着城市发展进入一个新阶段 ,需要有新的城市发展理论与思维 ,要以区域发展统筹、经济与社会发展统筹、城乡发展统筹、人与自然协调统筹、国内发展与对外开放统筹的“五大统筹”新思维来指导 ,实现物质文明、精神文明、政治文明和生态文明的统一 ,使国民经济体系由链条经济向循环经济、自然经济向生态经济转变。

An ecological city refers to a city in which the structureo function and services of the natural ecological system in the city area coordinate and integrate the structure and function of the social and economic system in the same area. Construction of an ecological city indicates that city development enters a new phase,and requires new theories and new thinkings for its development for city development. We should apply the new thinking of 'five overall plans'-- between different regions, between economy and society, between cities and rural areas, between man and nature,and between domestic development and opening to the outside world, so as to guide the construction of an ecological city. We appreciate promoting the integration of material civilization, spiritual covitizantion, political civitization and ecological civitization. Meanwhile national economic system should be transferred from chain economy to cycle-economy, from natural economy to ecological economy. Finally,the ecological city should build its own ecological cultural system so as to consolidate the social foundation for ecological construction.
