基于投入与绩效评价的区域技术创新效率研究

Study on efficiencies of regional techndofy innovation based on evaluation of inputs and performances

本文介绍了区域技术创新效率的概念和DEA测算方法 ,以浙江省十一个地区为例测算了技术创新效率 ,并对影响该效率的各个因素进行了回归检验。研究结果表明 ,企业制度、研发项目投入强度、企业群体结构和产业集群对区域技术创新效率有显著影响。然而 ,政府对技术创新投入并不会对效率有显著影响。因此 ,区域技术创新政策应更加关注制度创新、产业布局和市场竞争环境改善。

In this article the concept and DEA test method of regional technology innovation efficiencies are introduced. Taking the example of Zhejiang Province, the efficiencies of regional technology innovation are computed. And regression analysis is done to test the factors affecting the efficienies. The research results reveal that enterprise ownership system, intensity of R&D project input, firm colony structure, industrial firm clusters have significant relation ship with the efficiencies. However,governmental input on technological input has no significant improvement on the efficiencies. Therefore, the policies of regional technology innovation should pay attention to system innovation, industrial layout, and improvement of marketing environments.
