试论协调中央与地方关系的路径选择

On the Approach Choice of Coordination of the Relationship Between Central and Local Governments

This article discusses mainly on the basical thoughts of the theoretical circle on the coordination of central and local governments at present.It points out that we should nationally build a reasonable construction facing the 21st century concerning the relationship between the Chinese central and local governments.Under the existing national conditions,one practical and possible approach choice of coordination of their relationship is promoting the decentralization of power between central and local governments consistently and steadily and trying to realize the balance of the centralization and decentralization of power among the political system under such premise.Regarding the distribution of power between them,we should solve not only the distribution in the authoritative levels,but also the functional distribution of administrative authority in the same level.What's more,we should solve the completion and link of the two.
