对我国外汇管理体制改革的初步设想

A STUDY OF THE SHARE-HOLDING SYSTEM REFORM IN CHINA'S BIG ENTERPRISES

一、现行外汇管理体制存在的问题现行外汇管理体制基本上是由七大部分组成的:(1)国际收支管理,即贸易与非贸易管理、境外投资管理等;(2)外汇额度管理,即出口核销、额度留成及对国营单位使用外汇的管理;(3)外商投资企业外汇管理;(4)外债及担保,外债基本上是计委的管理权限,外汇部门除管理短贷外,仅是管理对外担保、境外发债及外债的统一监测等;(5)市场管理。

From Mar. 13 to Apr. 15,1993,'The International Seminar on Share-holding System Reform in China's Big Enterprises, was held in Beijing. This seminar was co-sponsored by the Production System Bureau of the State Economic Structure Reform Commission, the Finance and Tax System Reform Bureau of the Finance Ministry, the Administration Bureau of the State Capital and Property, China Association of Security, China Association of Enterprise Evaluation and China Chengxing Security Evalustion Corporation Ltd. Officials with concerned government departments,famous economists and representatives of some big enterprises and also delegates from more than 30 agencies of the States, England, France, Japan, Swiss, Holland, H. K. joined the meeting. They discussed and exchanged views on questions such as the policies on reorganizing the shareholding system in China's big enterprises,the question of selling shares of Chinese enterprises in international market, the legal matters of reorganizing enterprises' hare-holding system and selling shares in the world market and soon. In order to promote the study of big enterprises' share-holding system reform and the development of share-holding system reform in China's large enterprises, we publish here the points of view expressed by some authentic persons with the government, economists, law experts and delegates from the overseas.
