资源配置与市场经济(上)

RESOURCES DISPOSAL AND MARKET ECONOMY

本文采用规范分析与实证分析相结合的方法,研究了两种资源配置方式的不同效果,并考察了我国体制改革过程中资源配置方式和效果的变化,出现的问题及其原因和对策。结果表明:(1)有宏观调控(计划调节)的市场经济比引进市场调节的计划经济具有更好的资源配置效果;(2)在我国计划配置资源向市场配置资源转变的过程中,资源配置的效果得到了显著改善;(3)我国改革以来出现的一些新问题,并不是发展市场经济和市场配置资源条件下必然要发生的,更不是不能防止和克服的,只要进一步推进体制改革,完善市场机制和宏观调控,就能够不断提高市场配置资源的效果并减少其弊端。全文分两部分在本刊连载。

This article studies the different results of the two resource disposal methods and also looks into the resource disposal methods and results in the process of reforming China's economic structure, It points out what are the problems and countermeasures, Through analyzing concrete instances, it concludes: (1) The market economy under macro-control can dispose resources more rationally than the planned economy with market adjustment. (2) In the process of changing planning to market in disposing resources, the result of China's resource distribution has been improved. (3) Since China Carried the Reform policy, many new problems have occurred in its economy. These problems are not the inevitable results of market economy and resource disposal by market. Problems can be solved through further reforms. This article will be published in two issues.
