WTO规则与中国政府的透明度

WTO and Chinese Political Openness

加入WTO的核心是“政府入世” ,WTO法律文件对政府的透明度作了明确的规定。中国政府在《中华人民共和国加入世界贸易组织议定书》中就政府的透明度问题作出了承诺。把中国政府建设成为透明、负责、服务的政府 ,是社会主义市场经济发展的客观需求。政府的操作行为要进一步透明化 ,政府行政法规、规章的制定必须程序化、规范化 ,各级政府在当前尤其要做好行政法规、规章的清淤纳新工作。

Governmental political openness has been stipulated in legal documents of WTO as the core of entering, which also has been promised by China in her WTO agreements, bringing China government into open, responsible and service, meeting the objective requirements of socialist market economy developing. Government should be further open in administration, and be procedural and standard in making administrative laws being adjusted to WTO and taken as an important task by all levels.
