行政自由裁量权是行政权力中的重要组成部分 ,其存在有一定的理论基础、法律基础和社会基础 ;但它的合理存在并不表示这种权力能够被合理地运用 ;行政合理性控制则是对行政自由裁量权进行控制和驯服的最佳手段 ;行政合理性控制的核心内容是通过立法规范、司法审查、提高行政机关工作人员的职业素质来规范行政权的行使。

As one of the important parts in administrative power, discretion in administration has a certain theoretical, legal and social basis, which, however, breaks down in reasonable exertion. Controlling administrative power in reasonability is the best means to limit discretion in administration. The core of how to regulate rests with standardizing the exertion of the administrative power by means of legislative criterion, judicial review and improving occupational competence of the administrative functionaries.
