税 收 筹 划 ,是 指 纳 税 人 为 充 分 享 受 税 收 权 利 、优 化 税 收 成 本 、回 避 涉 税 风 险 而 进 行 的 筹 划 活 动 和 选 择 行 为 ,客 观 上 具 有谋 求 合 法 的“ 实 现 税 收 最 晚 、承 担 税 负 最 轻 、适 用 税 基 最 窄 、享 受 税 权 最 多 、惩 戒 风 险 最 小 、税 收 成 本 最 佳 ”目 的 。税 收 筹 划 的 出 现 是税 收 进 步 的 象 征 ,是 经 济 发 展 到 一 定 阶 段 的 必 然 现 象 ,也 是 现 代 企 业 必 修 的 功 课 。 房 产 税 是 以 房 屋 为 征 税 对 象 ,按 房 屋 的 计 税 余 值或 租 金 收 入 ,向 产 权 所 有 人 征 收 的 一 种 财 产 税 。 由 于 计 税 的 依 据 不 同 ,相 应 税 率 相 差 很 大 ,因 此 ,应 当 从 加 强 会 计 核 算 的 角 度 出 发做 好 房 产 税 的 筹 划 。

Tax desiging refers to the designing and choosing behaviors conducted by taxpayers for the sake of fully enjoying the tax rights,optimizing the tax costs and obviating the tax risks. It is aimed at the last taxpayers' undertaking the least tax, paying fewer taxes while enjoying the most tax rights, taking the least reprimanding risks and reducing the possible tax costs. The emergence of tax designing is a symbol of tax progress and an inevitable phenomenon of economic development for modern enterprises to make sense. The real estate tax is a kind of property tax with houses as its objects,based on houses' tax surplus value and obtained from the holders of property right.Owing to different ways of tax calculation, the tax rates are different accordingly. As a result,the designing of the real estate tax should be got well from the prespective of strngthening the accountancy check.
