The emergence of new regulatory economics based on flexible regulatory theory and stimulative regulatory theory has resulted in dramatic changes in the theoretical foundation and the way of thinking of the government. In the reform of the industries of natural monopoly for the improvement of efficiency and service and the reduction of prices, we can adopt the theory and practice of new regulatory economics in order to construct a government regulatory system suitable for market economy.
