本期呈现在读者面前的,就是本刊自本年3月开始,连续以多种方式向全行业人士包括用户单位征集的综述性论文专集,初衷是要在国家开始制订“十一五”发展规划之际,以我们的职责和能有的手段,力求从不同的方面和不同的角度,全面反映我国矿山机械行业的现状和大家对今后发展的建议,以供政府和企业参考。结果如何,现在呈现在这里,留给同志们去评说。面对目前重矿行业红火的局面,我们早在制订“十五”规划时发现和总结的问题(见本期136页“中国装备制造业发展思考”一文),在“十五”规划中也采取了措施,但在四年后的今天,其实依然深深潜在于行业中。问题在哪里呢?难道只是时间问题吗?因此,就“我国基础装备制造业发展的路如何才能走好”这个话题,不但对于本刊,而且对重矿等基础行业每一个同志来说,仍然远远没有完结。而且时不我待。为此,本刊欢迎行业内外人士,以本刊为交流平台,继续展开大胆的讨论。

The situation of a country and relevancy of all aspects should be taken into full account for reform, and the establishment of reasonable external surrounding around enterprise and internal mechanism in enterprise also should equally be paid attention to. Emphasizing scientific powerful control from government, on the basis of which and information the conception of scientific planned economy is produced, government scheme should not neglect medium and small scale enterprises and products. Mechanism establishment and foundational investment should be taken into account for technology improvement, achievement for dependent knowledge property right out to pay close attention to sustainable development,new technology field and proper cultivation of talent.
