论我国非营利性组织公共性的缺失及其对策

On the Diminution of Public Nature in Chinese NPO and Its Countermeasure

非营利性组织作为一种社会公益组织 ,在向社会提供公共物品时应该遵循其公共利益最大化的原则 ,这是由非营利性组织“公共性”的本质属性所决定的。文章从非营利性组织及其公共性的涵义入手 ,分析其“公共性”缺失的原因 ,并就我国非营利性组织“公共性”缺失的问题提出了相关对策。

The “public nature” is the essential character of NPO, as social organizations of public good, when supplying the public goods for public benefits. Beginning from the connotations of NPO and its “public nature”,the article analyses the causes of its diminishing “public nature”,and then puts forward relevant countermeasures about the diminishing “public nature” of Chinese NPO.
