Grasping the Scientific Developing Views of the Overall Plans in Urban and Rural Areas

按照十六大报告和十六届三中全会《决定》精神,研究和实践城乡统筹的科学发展观,必须把握城乡统筹的本质内涵和实践要求,即必须坚持城乡全面、协调发展、平等发展、非均衡协调发展、可持续发展,同时政府要坚持“两手”结合的调控原则,这是推进城乡统筹发展的根本保证。

As the spirit of“determination”of the reports of the 16th Session of National People′s Congress,researching and practicing the scientific developing views of the overall plans in urban and rural areas should hold the essential connotation and practical requests of it, which means insisting development in an all-round way, coordinated, equal and sustainable development in urban and rural areas.Also the government should insist on the principle of adjusting and control.This is the basic assurance of advancing the development of the overall plans in urban and rural areas.
