摘要
由于具有历史与文化延续性的大国及其战略传统的存在 ,晚近以来的世界政治中 ,始终存在某些常规性动力和结构 ,它作为“看不见的手”一直在或隐或显导引着人类的政治生态 ,使世界政治惯常性地呈现出大国共识下的有弹性的协调和竞争。今天的世界政治又重新走回常规状态 ,相对来说 ,冷战期间的硬性两极对立是非常态的 ,而美利坚民族所设想的“美国治下的和平”也与世界政治的常规无涉。
Due to the existence of great powers that have historical and cultural persisten ce and their strategic traditions, some normal dynamics and structures always ex ist in modern world politics,which act as “an invisible hand” and influence wo rl d politics directly or indirectly, thus make world politics flexible conciliatio ns and competitions under great power consensus. At present, world politics has returned to its normal state again. Comparatively, the bipolar confrontation dur ing the Cold War is abnormal, and the “Pax-Americana” advocated by the United States is also irrelevant to normalcy of world politics.
