The integrated performance assessment system for the business operation personnel in circulation enterprises, in combination with the newest theory and standards and a powerful tool for the managers of the basic material enterprises, becomes a feasible plan for personnel management in circulation enterprises. Based on the combination of the newest points of the view of human resource management with the advanced technology of 'performance index matrix' and 'the index ratio by AHP', the article made a deep analysis on the theoretical foundation of the performance assessment system for the business operation personnel in circulation enterprises.
