农村基层干部队伍是党在农村各项方针政策的具体执行者,是团结带领广大农民致富奔小康的骨干力量。但这支队伍的整体素质同新时期新形势新任务的要求不完全相适应,基层政权(党组织)是我党的基石和基础,必须加强农村干部的培养,因此应该建立和完善选举制度、考核奖惩机制、监督制约机制、培养和培训制度,用制度保障建设一支精干、高效、廉洁的农村基层干部队伍,使基层干部队伍成为坚持贯彻“三个代表”重要思想的坚强领导集体。

Rural basic cadres are the Concrecte executer of all kinds of rural general and specific policies of our party the backbone to unite and lead the broad masses of people to fairly well - off. However, the troop is not Completely applied to the new situation and tasks. Basic power is the cornerstone and base of our party. We must strengthen the cultivation of rural cadres. Hence, we should not only construct and perfect electoral system, assess the system of rewards and penaltiess, supervision, cultivation and training, but also build a troop of rural cadres which is keen - witted and capable, high effective and honest. Thereby we could make rural cadres a strong leadshlp collective to persist in implementing the Three Representives.
