新时期农村精神文明建设出现下滑的趋势,部分农民理想信念淡化,封建迷信沉渣泛起,社会治安形势恶化,铺张浪费现象严重。这种局面的形成除了部分领导认识不到位,抓得不力外,也与近年精神文明建设投入严重不足及不良的社会大环境有关。因此,解决这些问题,一要提高认识,二要讲求实效,三要加大投入,四要治理大环境。

The spiritual civilization in rural (SCRA) declines continuously in recent years, which is manifested with the softened convictions and the rebirth of prostitions, pervasive extravagance and the worsened civil security. The problems are attributed to the insufficient attention from some local leadership as well as the far -from - enough expendture upon the SCRA and the worsening cosmetic surroundings. Therefore, to find a way out, we should first attach more importance to the project; second, persure a down - to - earth policy; third, spend more; fourth,better the social surroundings.
