On Property and Operation System of Educational Industry

教育不仅具有一般社会事业所普遍具有的公益性特点,而且具有生产和服务性的特点,属于战略性的基础产业。对教育的投资既是战略性的投资,又是生产性的投资,具有持久和广阔的社会需求,是经济发展新的增长点和消费热点。在进行教育产业运作时,政府应加强宏观调控,引进产业经营机制,扩大教育融资渠道,强化教育内部的产业化管理,追求规模、结构、质量和效益的统一。

Education not only has public welfare's character which exists universally in common social facilities but also has productive and service character. It is strategically basic industry. Investment in education is both strategic and productive investment and has permanent and wide social demands. It is a new increasing and consuming focus of economic development. On operating educational industry the government should enforce macroscopic regulation, import industrial operation system, enlarge the channels of educational circulating funds, trength- en inner industrial management of education in pursuit of the unity of scale, structure, quality and benefit.
