Study on WTO Decision-making Mechanism and Its Reform

WTO决策机制由正式的决策程序和非正式的决策程序组成,近几年来,WTO的决策机制中的"休息室"决策制度越来越受到质疑与批评。本文分析了这种决策制度形成的原因,以及要求WTO决策机制进行改革的因素,评述了决策机制改革的理论,提出改革WTO决策机制的建议。

The WTO decision-making mechanism is composed of formal and informal decision-making procedures. In recent years, the 'Green Room' arrangement of the WTO decision-making mechanism is eliciting more and more suspicions and criticisms. This paper analyzes the reasons of its formation and the causes that call for its reform. It also discuses the theories of decision-making mechanism reformation and puts forward suggestions concerning the reform of the WTO decision-making mechanism.
