摘要
本文从分析社会经济系统运行机制入手,从社会需求、动力与制约等方面分析论述了应急系统生成和运行条件,探讨了突发事件应急机制的形成及其与国民经济动员和应急功能整合的关系。
This paper starts with the analysis of the Social Economy Operating System,and then discusses the building up and operating conditions of the Emergency System from the aspects of social demand, power and limitation. It further discusses the establishment of the Emergency System, its integrative relationship with Mobilization of National Economy and its functions in handling emergency.
