摘要
政府信息化是转变政府职能的重大契机,而我国在建设电子政府过程中,仍然陷入"信息化孤岛"、"以原有组织架构为基础而非用户导向"等一系列问题。本文认为政府信息化和企业信息化的出发点是一致的,都是以用户导向的流程再造,主张有效地借鉴企业信息化经验来建设政府信息化。
E-government is a great turning point of changing the government's function. However, in China there are still lots of problems in this process, such as 'isolated information island' and 'not customer-oriented but based on old infrastructure'. The paper holds that the informatization of government and enterprise has the same hypostasis-the customer-oriented BPR. Using the experience of enterprise's informatization to build e-government is suggested in the end of this paper.
