日本民有林政策对我国发展非公有制林业的启示

The Japanese National Forest Policy Gives Illumination to Develop the Nonpublic Forest in China

加快林业发展,改善生态状况,是一项长期而艰巨的任务,没有非公有制林业的参与,这项任务是无法完成的。党和国家鼓励非公有制林业发展。但我国发展非公有制林业没有现成的经验,借鉴日本在市场经济条件下发展民有林的政策措施非常必要。文章在探讨日本民有林经营的相关政策的基础上,对促进我国非公有制林业健康发展提出了建议。

It is a long and arduous task that to speed up developing forestry, improving ecological environment.If without the privately-owned forestry participating, it can't be fulfilled. Nowadays, our Party and the State encourages developing private-owned forestry. Without ready-made experiences being used for reference to our development privately-owned forestry, so it is very necessary for our Country to draw the lesson from the mutual-owned forestry' policies and measures in Japan. On the basis of discussion of the mutual-owned forestry' policies of Japan, This paper brings forward some advices on development of private-owned forestry in our Country.
