论WTO《政府采购协定》实施机制的个性特征

On the Particular Characteristic of Enforcement System

摘要 本文立足国际条约实施机制的普遍性,探讨GPA协定实施机制的个性特征。认为GPA协定实施范围和对象决定于缔约国承诺;质疑程序是GPA独特的实施机制设计。 The characteristics of enforcement system is discussed in this paper on the basis of the universality of enforcement system of international treaty. It is presented that the enforcement scope and target are determined by contracting parties'acceptance, and query procedure is a particular design of enforcement system in GPA.
