摘要
我国现行农村经济社会发展中的种种难题 ,大都与当前农村改革中对一些重大政策制度的误解、曲解 ,或教条主义、形式主义、官僚主义的理解、执行有关。其实 ,家庭承包制不是不要集体经济 ,农村工业化不是要“离土不离乡”、“进厂不进城” ,结构调整不是要整齐划一 ,城镇化不是要行政建市 ,村民自治不是不要外人加入 ,发展农村经济不是不要环境保护 ,加强农村教育不是要乱收费。
Some problems concerning the present economic development in rural areas have related to the long standing mistaken ideas.In fact,family contracting out system does not mean giving up collective economy;industrialization in rural areas does not mean“leaving the land without leaving his home”;structure adjustment does not mean uniform;citification does not mean setting up cities by administrative force;villagers autonomy does not mean excluding outsiders;developing economy in rural areas does not mean ignoring environmental protection;strengthening education in rural areas does not mean arbitrary charge.
